Seal on the Voting Instructions
Full of Hindu symbolism - The turtle at the bottom is Kurma, an avatar of Vishnu, supporting the Churning of the Sea of Milk. The god and demon at the edges churn by pulling too and fro on the naga serpent wound around Mount Mandra. Vishnu uses all his four arms to direct the Churning, which is supposed to make us live forever. But the milk curdles.
This seems to be an exact copy of a bas relief at Angkor Wat.
