The Westin's concierge explained that they are stenciled by small-time contractors who will clean your apartment, fix your plumbing, build new partitions, etc.
In one corner, empty water bottles that will be picked up by a bicyclist who will take them for refilling (and sometimes he'll be the one to bring them back full.)
In the other corner, clothes and shoes hang to dry. In other places we saw clothesline strung between the street lamps with winter's quilts hung out.
